Vice President of Operations
Richard Dunlap
Richard Dunlap is a strategic leader with a passion for operational excellence and a commitment to ensuring families receive the financial security they deserve. As the Vice President of Operations at Progeny Life, Richard oversees the company’s day-to-day functions, optimizing processes, streamlining efficiencies, and ensuring that Progeny Life delivers on its promise to revolutionize child support insurance.
With over two decades of experience in financial services and operations management, Richard has a proven track record of implementing innovative solutions that enhance business performance and customer satisfaction. His expertise in risk assessment, compliance, and strategic planning has been instrumental in positioning Progeny Life as a leader in family financial security.
Richard is driven by a belief that financial stability should be accessible to all families, and he works tirelessly to develop systems that make Progeny Life’s services seamless, reliable, and impactful. Vice President of Corporate and Community Relations
Oliver L. Roy
Oliver, who is a native Washingtonian, is a mental health advocate with over 15 years of extensive experience of outreach and mental health training. As an outreach representative, parent educator and parent advocate he was responsible for improving parent support by managing, supervising parent training’s, parent workshops and parent support groups as well as congressional and city council testimony to improving access to services for individuals with mental health and special needs who face health care and social barriers challenges. In addition to creating a research programmatic and policy agenda for a merging public health Issues, Mr. Roy has served on numerous panels, boards and committees.
He is a founding member of the Male Caregivers Advocacy Support Group, (MCAS) and advocates tirelessly for male caregivers of special needs children through presentations at both local and national organization meetings, training’s, workshops and conferences. He also served as chairperson of the Parent Advocacy Leaders Support Group, both are parent support groups are sponsored by (HSCSN). Mr. Roy has worked as Epilepsy Advocate for HSCSN under a grant received from the Department of Health and served on the Mayor’s Advisory Advocacy Committee on Early Childhood Strategic Planning Task force just to name a few among many other committees.

Vice President of Community Engagement & Advocacy
Michael Mason
Michael Mason is a former successful athlete turned financial services professional who brings a unique and personal perspective to the challenges faced by non-custodial parents. After experiencing firsthand the overwhelming pressure of the Child Support Enforcement System when he fell behind on his payments, Michael recognized a critical gap—there were little to no support resources available for non-custodial parents striving to fulfill their responsibilities.
Determined to find a solution, Michael discovered the immense value of child support protection insurance and became an early advocate for Progeny Life’s mission. Through relentless outreach, he began educating parents, legal professionals, and policymakers about the benefits of financial security through child support insurance. His ability to connect with struggling parents and community leaders made him an invaluable voice in the movement to change how child support obligations are managed.
Due to his dedication, passion, and ability to mobilize communities, Michael was invited to join Progeny Life’s leadership team as Vice President of Community Engagement & Advocacy. Leveraging his expertise in financial services, debt management, and strategic marketing, he has played a pivotal role in expanding awareness and adoption of this life-changing insurance product. His work focuses on building partnerships, driving public awareness, and ensuring that non-custodial parents have access to the resources they need to meet their obligations with dignity and security.
Beyond his work at Progeny Life, Michael is a sought-after speaker, mentor, and advocate, working to reshape the conversation around child support and financial planning. His journey from personal struggle to industry leader is a testament to his resilience and commitment to creating a fairer system for all parents.

Executive Assistant to the CEO
Anjie D. Shelby
Anjanette D. “Shelby is a native Washingtonian, born with a form polio in the mid-’60s, which affects her left side. She has very limited use of her left hand and walks with the aid of a leg brace a cane and/or scooter has a very profound limb. Ms. Shelby understands and sympathizes with the plight and/or stereotypes the disabled go through in their daily lives.
Ms. Shelby started Belifield because after “aging out” of services at DC General Crippled Hospital she faced challenges in finding services to aid her with disabilities. Not until 1993, her mother nor herself had the knowledge that she was eligible to receive Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI). A year after her father’s death, who strive to the end to ensure that his daughter could compete in this world, despite the prejudges the world heard about persons with disabilities.
After nearly 30 years in retail, I received my bachelor’s degree in business management from The University of the District of Columbia. Please see the accompanying resume for details of my experience and education. In October 2019 received a Certificate of Completion of the Americans with Disabilities Act (ADA) Coordinator Certification Program. COMMUNITY MEMBER on the DC DEVELOPMENT DISABILITIES STATE PLANNING COUNCIL (DD Council) Temporarily, on the EXECUTIVE BOARD during the COVID19 PANDEMIC. VICE CHAIR of the DC COMMISSION on PERSONS with DISABILITIES (DCCP). Was the PROGRAM ASSISTANT and part of the LEADERSHIP TEAM at DISABILITY START- UP NETWORK.
It is Ms. Shelby’s desire to educate individuals on how people with disabilities want and should be treated.

Shaynel Caldwell
Shaynel Caldwell is a dedicated risk management professional committed to ensuring financial security and stability for families.
